Job Type: Direct Hire

Location: California

Work Setting: Hybrid (office-based with occasional field assignments and travel to client sites)

Rate: $100K-$115K annually, based upon experience

Position Summary

Unison Systems is looking for a skilled Safety and Security Analyst for our client located in Roseville, CA. In this role, you will support a wide variety of projects related to safety, security, emergency and continuity planning, and regulatory compliance across the preparedness, mitigation, response, recovery, and resilience lifecycle. You will help develop and maintain Emergency Operations Plans, Continuity of Operations Plans, hazard mitigation plans, and emergency procedures for public and private clients. Key Responsibilities

  • Assist in the development, maintenance, and implementation of Emergency Operations Plans, Continuity of Operations Plans, hazard mitigation plans, and emergency procedures.
  • Support emergency preparedness, response, recovery, and resilience initiatives for public and private clients.
  • Conduct risk assessments, hazard analyses, capability assessments, and regulatory compliance reviews.
  • Prepare basic and technical analyses, outlines, technical specifications, studies, plans, and reports in support of broader security and safety activities.
  • Perform research and prepare routine and moderately complex technical reports or report sections.
  • Coordinate and support training programs, tabletop exercises, drills, and functional exercises consistent with Homeland Security Exercise and Evaluation Program (HSEEP) guidance.
  • Prepare After-Action Reports and Improvement Plans following incidents and exercises.
  • Interface with clients, public agencies, stakeholders, and multidisciplinary project teams to gather information and support project objectives.
  • Monitor emergency management regulations, industry standards, and best practices.
  • Assist with project management responsibilities, including scheduling, resource coordination, budget tracking, and stakeholder communication.

Required Qualifications
  • Bachelor's degree in Emergency Management, Homeland Security, Public Administration, Public Safety, or a related field.
  • Minimum of five (5) years of progressively responsible experience in emergency management, disaster preparedness, homeland security, public safety, or related programs.
  • FEMA ICS and NIMS coursework required.
  • Knowledge of emergency management principles, FEMA frameworks, SEMS/NIMS requirements, continuity planning, and preparedness programs.
  • Experience supporting emergency operations, incident response, recovery efforts, and preparedness initiatives.
  • Ability to independently manage workload, prioritize assignments, and meet project deadlines, working effectively both independently and as part of a multidisciplinary team.
  • Excellent oral, written, and presentation skills, with the ability to communicate effectively with clients, agencies, executives, and technical staff.
  • Proficiency with Microsoft Office Suite (Word, PowerPoint, Outlook).
  • Ability to travel independently and be physically present at the office or client sites as needed, including for extended periods depending on project needs.

Preferred Qualifications (Nice to Have)
  • Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), or related certification.
  • Project Management Professional (PMP) certification, or 3 years of project management experience in lieu of formal certification.
  • Experience managing employees or assigned project activities and deliverables.
  • Experience with project oversight, including resource coordination, progress monitoring, and stakeholder status updates throughout the project lifecycle.
