Lead Permit Specialist - Telecommunications
Location: Overland Park, KS (Hybrid)
Start Date: ASAP

We are actively seeking an experienced Lead Permit Specialist to support a rapidly growing engineering and fiber-design organization working on large-scale telecom infrastructure projects across the U.S. This is an excellent opportunity to join a high-performing team that values accuracy, client satisfaction, and technical excellence.

In this role, you will lead the permitting function for multiple markets, serve as a subject matter expert for Authority Having Jurisdiction (AHJ) requirements, mentor junior specialists, and ensure all permit workflows move efficiently from submission through approval.What You'll Do
Permitting & Compliance

  • Complete permit applications for city, county, state, DOT, railroad, pole owners, utilities, and other AHJ entities.
  • Conduct jurisdictional and utility research, interpreting municipal codes, timelines, document requirements, and special conditions.
  • Compile, submit, track, and retrieve permit packages electronically or in person.
  • Maintain accurate permit lifecycle tracking from application to approval, expiration, and renewal.
  • Submit and track power applications for powered cabinets, huts, and other infrastructure.
  • Manage aerial permitting including joint-use and make-ready notifications.
Leadership & Team Support
  • Mentor and support junior permit specialists; assist in training new team members.
  • Review deliverables across all markets to ensure accuracy, timeliness, and compliance.
  • Act as a subject matter expert for permitting, offering guidance to drafting, design, and PM teams.
  • Assist in interviewing and evaluating new candidates as needed.
Cross-Functional Collaboration
  • Serve as the primary point of contact for AHJs and internal stakeholders.
  • Maintain strong relationships with jurisdictions to ensure timely approvals.
  • Provide clear, concise updates to project managers, directors, and executives.
  • Attend planning meetings to keep permitting aligned with project schedules.
  • Help refine permitting dashboards, templates, training materials, and best-practice documentation.
Documentation & Data Management
  • Maintain accurate data in the permitting database and trackers.
  • Upload permit documents, plans, and traffic control plans into the designated systems.
  • Review and validate database reports; issue QC notices and follow up on corrections.
  • Keep market tips & tricks updated to support team efficiency.
  • Support continuous improvement of internal permitting systems and workflows.
What We're Looking For
Required:
  • High School Diploma or equivalent
  • 5+ years of AHJ permitting experience (city/county/state/pole/railroad)
  • Experience in telecom or utility permitting (fiber, power, underground, or aerial preferred)
  • Prior experience as a Lead or Permit Manager
  • Strong communication and relationship-building skills
  • Valid driver's license and reliable transportation
Preferred Backgrounds Include Experience With:
  • Telecom engineering/design firms
  • Utility or electrical construction permitting
  • Right-of-way permitting across multiple jurisdictions
  • Firms such as Mountain LTD, Dycom, Engineering Associates, Mastec, Quanta, Jacobs, B&V, or similar organizations
