Koinonia Family Services is a leading nonprofit organization specializing in child and family services in California and Nevada. We are seeking a dynamic and experienced leader with expertise in group home and STRTP management to join us as our Homes for Teens Program Director.

Koinonia operates eight adolescent residential homes under its Homes for Teens program. A variety of programs are offered based on the needs of the youth. This includes three 6-bed Short-Term Residential Treatment Facilities (STRTP), three 6-bed residential behavioral health program facilities, and two 6-bed crisis resolution center facilities. You will lead a team of clinicians and facility administrators who oversee about 80 direct care staff who provide services to up to 48 youth (and their families). Youth in the program receive comprehensive services, including therapy, substance abuse counseling, education and life skills development. You will play a pivotal role in directing and overseeing critical services to youth and families through these vital programs.   • This is a full-time exempt position. The role is based at our Homes for Teens administrative office in Loomis, CA, about 25 miles northeast of Sacramento. Occasional travel to our residential homes and meeting with state and county officials, and medical insurance representatives, is required.

Key Responsibilities:

  • Direct and oversee the operations of Koinonia's Homes for Teens facilities.
  • Directly oversees administrative staff, clinicians and a manager who oversees each facility administrator.
  • Provides leadership to accomplish the strategic vision of the program. Ensures operations are inspired by the mission, values and culture of the organization.
  • Leads and establishes a culture that is committed to fostering a diverse workforce, and maintaining a workplace that is equitable, inclusive and safe for all employees.
  • Ensure program design and compliance with federal, state and county regulations, and accreditation requirements.
  • Ensure compliance with DHCS Medi-Cal mental health documentation and billing requirements
  • Build and maintain collaborative relationships with state and county representatives, stakeholders, the community, and volunteers.
  • Budgeting, financial management, and service contract acquisition for the HFT facilities and programs.
  • Staff recruitment, training, and management, emphasizing trauma-informed team leadership.
  • Regular reporting, including Annual Program Performance Reports, Quarterly Board Program Updates, and CCL audits.

Qualifications:

  • Management-level experience in children's residential services, preferably in size and scope to Koinonia's Homes for Teens program.
  • Experience in trauma-informed leadership skills and abilities, documented through a career with positions of increasing responsibility.
  • Ability to mentor, lead, and motivate staff in a complex environment that fosters mutual respect.
  • Experience negotiating contracts and monitoring contract compliance.
  • Experience leading residential programs with a focus on successful outcomes.
  • Experience with budgets, finances and the review of financial operating results, preferably in the range of $7 to $10 million in annual revenue.
  • Understands the challenges facing the child welfare industry to strategically position the program to capitalize on opportunities and mitigate adverse trends.
  • A Master's degree in a business or behavioral science field is preferred.
  • Licensure as LCSW or LMFT highly desirable.
  • Experience managing supervisory and administrative staff.
  • Excellent interpersonal skills including team building, coaching, and supervising.
  • A high level of integrity and commitment to ethical practices.
  • Knowledge of Community Care Licensing regulations and standards, with at least two years in a supervisory role in a residential group home program. Regulatory training for group home and STRTP administrators preferred.

This position requires a valid driver's license, auto insurance, and reliable transportation, as driving is an essential job function. The Homes for Teens Program Director is responsible for overseeing multiple residential facilities, coordinating with county and state agencies, participating in community meetings, and ensuring regulatory compliance—all of which involve regular travel. The role may also require transporting staff, clients, or materials between sites, some of which are not easily accessible by alternative transportation methods. The nature of these responsibilities necessitates the ability to drive to ensure timely, reliable, confidential, and effective support for the youth and families we serve.
